Based on your information below I would like to prived you a short summary about European product conformity assessments.
In the European Union there are so called New Approach Directives, which prescribe the CE marking on products before those are put on the EU market.
What is important to know basically:
1. About New Approach directives:
These directives contains only the essential safety requirement. Under every New Approach Directive there are so called "harmonized standards".
As these directives state, if the product fulfills the requirements of harmonized standards then the conformity with the essential safety requirements of directives can be presumed. That is why conformity assessment bodies mainly choose this way (applying of harmonized standards) for testing and certification of products.

2. CE marking:
The CE marking shows that the product is in conformity with the requirements of all applicable New Approach Directives. (for example in case of an electric appliance supplied by mains voltage, at least the Low Voltage and EMC directives apply).
But it is important to know that a CE marking is not a "safety mark" nor "mark of conformity" that are basically awarded by third parties (accredited certification bodies, like MEEI member of TÜV Rheinland Group). So that the CE marking is kind of "declaration" on products of the responsible person (manufacturer) who put the product on the market.
The CE marking is no proof that the product was assessed by a third party (certification body).
Basically these directives allow that the manufacturer makes its own self conformity assessment and should set up a technical documentation and a "Declaration of Conformity". However there are certain directives that require a conformity assessment by European Notified Bodies (like MEEI), for example in case of dangerous machines, like chain saw, it is mandatory to involve a notified body, and the notified body will issue an EC Type-Examination Certificate if the product passed the conformity assessment procedure (testing and certification).
So, as I see in your e-mail your need a Declaration of Conformity. Based on the information I wrote above we can see, that no certification body can issue a declaration of certificate because the preparation of this document is the duty of the manufacturer or the responible person who put the product on the EU market.
A certification body can issue a "Certificate of Conformity", or if the applicable directive prescribe a Type-Examination Certificate.
